Julie Keller, Vice President of the Wild Horse Preservation League realized that she had to find a way to keep the animals from being hit on the highways. Keller contacted a friend, Craig Downer. Downer had always been extremely involved in saving wild horses. He said he had some information in his garage about a reflector system that might work. Keller then contacted Mr. John Strieter, president of the Strieter Corporation. Strieter sent Keller a reflector and information on the system. Shortly thereafter Keller read a newspaper story about NDOT holding a community meeting in Fernley, Nevada, on July 18, 2001, regarding roundabouts and US 95A. Mr. Daniel Nollsch of the environmental department was listed as the contact so Keller called him. Nollsch told Keller to bring what she had, set it up for display, and explain it to them and the public. Keller called Downer and they went there to demonstrate the system. It was not hard to convince Nollsch that it was worth a try and he assigned Ms. Gail Bellenger, NDOT Environmental Department Biologist, to the project. In March, 2002, a three-mile test site was installed in the high strike area in the Mark Twain district, about 15 miles east Carson City. At first NDOT wanted to test the system for three years before evaluating it for additional usage. However since the reflectors had been up for a year and a half with a 100 percent success rate, NDOT is now discussing installing them in several high strike areas throughout Nevada before the initial test is complete. These additional areas would be in locations such as Carson Pass (US-395 between Carson City and Washoe Valley.)
