(It makes sense that Ashville refurbishes its old signals since it claims to have the
world's oldest still-functioning traffic light.)

  Albany NY

In some jurisdictions a fourth section was added to fixed four-way signals in order to display a second (redundant) red light.

Crouse-Hinds type DT. (Second and Quail Streets)

When most fixed 4-way signals were being installed 8" diameter arrow lenses were permitted. (Under current standards all arrow lenses are to be 12 inches.) So it was not uncommon to see a fourth section or a pendant head that displayed protected left turn arrows. Double green discs were pretty unusual. What likely occurred here was that since Quail Street was one-way, the original green indications toward Second Street were a straight arrow and an arrow facing the proper direction of traffic on Quail. However since MUTCD standards later reserved arrow indications for protected movements, the arrows were likely replaced with green discs. Perhaps if this signal is retrofitted with LEDs, it will eventually display double reds all around and single greens.

New York State is the mother lode of old fixed 4-way traffic signals. There are hundreds of them still in service, many maintained in excellent condition. Most are Crouse-Hinds however the other major makers are still well represented in this state. Here are some samples.

  Troy, NY

GE 3-way (Third and Jefferson Streets)

(Note the crooked lettered CAUTION and the sloppy phase changes from the older controller.)
Troy has some great Eagles including this 3-way with a single face for the 4th direction. (6th & Glen Avenues)
